Milner, 24, has scored 13 goals in 21 appearances for Norwich this season, including the opening game of the Capital One Cup against West Ham.
He was also named in the Norwich team that beat Chelsea 1-0 in the Capital 1 Cup last season.
Chelsea’s pursuit of Milner has been ongoing for some time.
He joined Norwich from Liverpool in 2013 for a fee in the region of £13million.
It is believed that the loan deal for Milner would cost around £7m.
The forward has made 19 appearances for the Canaries this season and scored his first goal for the club.
